In the Spring of 1994, the Mifflin County School District granted permission for Mr. Richard D. Penepacker to visit the Pennsylvania Technology Student Association State Conference being held at Seven Springs Mountain Resort in Champion, Pennsylvania, in anticipation of establishing a TSA chapter at the Indian Valley High School in Lewistown.

The following year, Mr. Penepacker and a small contingent of IVHS TSA students attended the 1995 PA-TSA State Conference, and the newly affiliated IVHS chapter entered one student into competition.

Freshman Ryan Manning entered, and WON, the PA-TSA Level II Technology Challenge competition that first "official" year of IVHS TSA and qualified to compete at the 1995 National TSA Conference to be held in Chicago, Illinois. And compete he did. Ryan returned to Mifflin County with a NATIONAL RUNNER-UP trophy in his chosen Technology Challenge event. Thus began the TSA career of the student Mr. Penepacker refers to as "The Flagship of IVHS TSA" or "Rain Man", (a nickname Ryan received the following year at TSA Nationals in Louisville, KY). Over the next three years Ryan qualified for every TSA National Conference by claiming State Championships in the Technology Challenge event, as well as other individual and team events. In his four-year TSA career, Ryan competed in four National TSA Technology Challenge competitions and never finished lower than third place, including a NATIONAL CHAMPIONSHIP, along with his partner Joel Martin, in 1997.

But Ryan has not been the only shining star of the IVHS TSA chapter. Indian Valley High School has claimed its fair share of Regional, State and National glory, (see Chapter Awards), in its relatively short history.

Many former member of IVHS TSA hit the post-secondary education trail running and proceeded into their professional careers with heads held high, (see Chapter Alumni).
