Philosophy: Mifflin County School District The Mifflin County School District subscribes to the philosophy that all students, including those identified as exceptional and in need of special education, are unique individuals who have the potential to learn. MCSD further believes that each exceptional student should receive a free, appropriate public education in the least restrictive environment. Where appropriate and to the maximum extent possible, the needs of exceptional students are met in regular classes and through the regular curriculum. Get Involved in the Parent Advisory Committee!
